ARE YOU AWARE THAT THE GOVERNMENT OF TANZANIA HAS INCREASED HIRING OF STAFF IN THE HEALTH & SOCIAL WELFARE SECTOR?

In its efforts to improve the provision of quality health & social welfare services, the Government of the United Republic of Tanzania has continued prioritizing and putting in place a variety of strategies, including increasing the rate of hiring health workers.

In order to fill the gap of the current deficit of 62% of health and social welfare workers, the Government has gradually increased the number of health staff to be hired by increasing respective budgets every year and release of employment permits to all the Local Government Authorities (Councils) in the Country.

During the period of July 2005 to June 2010, a total of five (5) employment permits for hiring a total of 23,502 workers at all service delivery levels were approved by the Government. Out of these permits, about 70% of employment permit posts were filled and staff were assigned duties and posted to various health facilities all over the country. (Data from MOHSW 2010) .

HOWEVER SOME AREAS STILL REQUIRE STRENGTHENING.........
Despite these good efforts undertaken by the Government and partners, there are some areas which need to be addressed:

The Government and other stakeholders need concerted and result oriented efforts to increase the capacity of enrollment at the health training institutions with aim of producing more health workers as well as encourage creative ways of posting graduate health workers to duty stations and their retention.

All Councils to report immediately to the Ministry of Health and Social Welfare and Prime Minister’s Office Regional Administration and Local Government, the number and type of cadres that have reported at workstations after being posted by MOHSW.

All Councils to establish a quality database to assist in monitoring the trend of staff who report and remain in their respective duty stations.

Create awareness to Councils on the importance and responsibility of Human Resource management particularly by being innovative on retaining health workers in the hard to reach areas. The creation of Incentive packages by Councils should be encouraged and well publicized to attract more health workers.

Councils to sensitize and involve all stakeholders to contribute in employment of workers by contracts and eventually streamlining them into the Public Service.
