1: Recruitment, Posting and Reporting of Health Workers in Local Government Authorities


Recruitment and retention of health workers in Local Government Authorities (LGAs) is one of the problematic areas the health sector is facing in the Country. The Benjamin William Mkapa HIV/AID Foundation (BMAF) in coalition with other partners has over the past three years collaborated with the Ministry of Health and Social Welfare (MoHSW) and the Prime Ministers Office Regional Administration and Local Government (PMO-RALG) to strengthen the capacity of the LGAs to predict, plan for and recruit the health workers as well as improve their deployment, utilization and management.


Some of the factors that have been affecting recruitment in LGAs include the centralization of advertisements which do not cater for wider circulation to village levels. Another factor is the use of group posting letters (non-individualized) without telephone numbers of posted candidates, rendering difficult for LGAs to trace the candidates. Absence of orientation practice for new employees also has been contributing to staff turn over. This policy brief examines some of the tested interventions made by Mkapa Foundation under its project namely- Tanzania Human Resource Capacity Project (THRP) to improve the situation and challenges encountered, recommend measures and emerging policy implications.

2: Implementation of Open Performance Review and Appraisal System (OPRAS) in Public Health Services in Local Government Authorities.


During implementation of Tanzania Human Resource Capacity Project (THRP) and Health Systems Strengthening Project, the Benjamin W. Mkapa HIV/AIDS Foundation trained 69 Local Government Authorities managers on Open Performance Review and Appraisal System (OPRAS), followed by coaching and mentoring exercises to assess the extent of implementation of the system and build capacity of the identified gaps. The OPRAS is a government performance management system in place since 2004/2005 which focuses on assessing performance of public service staff across the sectors including health sector.

 

Based on the evidence collected during the roll out process, the major challenge remain to be none compliance of the system and consequently violation of the Public Service Amendment Act 2002 that enforce the implementation of OPRAS.

 

BMAF interventions through training and coaching and mentoring reveal slight improvement on the use of OPRAS.
