Governing Board

The Benjamin W. Mkapa Foundation governance structure comprises of the Settlor and the Board of Trustees that are responsible for the governing oversight and leadership of the Institution.  

The seven (7) Board of Trustees are appointed by the BMAF Settlor, His Excellency Benjamin William Mkapa and below is the list of the current Board of Trustees and Observer that was inaugurated on 13th August 2014:



Charles A. Sanga - Chairman

He holds three Post-graduate diploma Certificates in International Relations and Diplomacy, A certificate in Administrative Law, BA in Economics, Master degree in International Relations and Diplomacy as well as Executive Master of Business Administration from USA. Before joining BMAF Board of Trustee, he served various capacities and retired in 2008 with a post of Deputy Permanent Secretary of Ministry of Foreign Affairs.



Ali Uki

He is a lecturer at the Zanzibar University. He was born and grew in Zanzibar. He took his first degree in Tanzania and pursued Master of Laws in Intellectual Property Law at the School of Law, Turin University in Italy.He has 30 years working experience, as a school teacher, journalist, lawyer and lecturer. He has also been actively participating in legal researches and contributed a number of academic articles and chapters in journals and books in Tanzania and East Africa. Currently, he is pursuing his Ph.D.


Dr. Eden E. Maro

He holds a Degree of Doctor of Medicine as well as Masters Degree of Internal Medicine. He has served in several positions in Tanzania and internationally under his capacity as medical practitioner. Todate, he is a Consultant Physician/Cardiologist and Senior Lecturer, School of Medicine - Muhimbili University of Health and Allied Sciences. He has a vast experience in health science and has released several publications regarding health issues.



Dr. Adeline Kimambo

A medical doctor graduate with health sector experience of more than 30 years. She is the former Chief Executive of the Christian Social Services Commission a position held for the last 5 years. She has a sound leadership skills obtained from holding different high level posts including being a former Chief Medical Officer of the Ministry of Health of Tanzania. She has wide scope of working as a Consultant with World Bank, USAID and UNFPA.



Eng Ladislaus Mwalimu Salema

He studied and obtained B.Sc. in Civil Engineering from the University of Nairobi in June 1972.He was employed by TAZARA from July 1972 to June 1982 starting as an Assistant Civil Engineer, rising to a Principle Civil Engineer in charge of Construction Division.Eng. Salema then joined the National Engineering Company in July 1982 and was the General Manager from Feb 1984 to May 1997. From Nov 1999 to Dec 2011 he worked as a Consultant and Chief Executive Officer for TASAF and MKURABITA respectively.In his forty years career he saved as a Director in the Boards of over ten Cooperate Entities, and simultaneously persuade several courses including obtaining an M.Sc Engineering in 1982 and Post Graduate Diploma in Management in 1983. He is a practicing Civil Engineer, registered with the ERB and a FIET as well as a FICE (UK), specializing in Geotechnical Engineering, Project Management and Techno-managerial Consultancy in general.


Dr Yahaya Ipuge:

A senior medical doctor and public health specialist with more than 29 years experience in the health sector. He has broad experience of working with International organizations towards improvement of Health services being Former Country Director (CD) of CHAI and Deputy CD of CDC Tanzania. He has held various senior positions within the MOH leading the National TB Programme. He has published several research and scientific papers. He is among the lead person that established BMAF. Currently he works with IHI as a consultant.






MS. Eileen A. Swai

She is currently Personal Assistant to Former President of the United Republic of Tanzania, H.E. B.W. Mkapa & Settler of BMAF. She is one of the Observers of the Mkapa Foundation Board of Trustees, and a member of the Resource Mobilization Committee of BMAF. She has over 25 years working experience in senior positions as Administrator and Coordinator of the Lutheran World Federation/Department for World Service (LWF/DWS) Emergency Relief and Development projects, both within and outside Tanzania.
