Field Experience for Mkapa Fellows

Mkapa Fellows are trained in a comprehensive HIV/AIDS care and treatment and management skills before they are deployed to the districts.

The fellows are required to contribute in the achievement of districts goals as well as Mkapa Fellows outputs which are interlinked with the national goals. One of the output being Improvement of HIV/AIDS prevention , care and treatment

services in the districts and the other output is Increased knowledge of the pandemic among health professionals and in the community.

In efforts to realize the above outputs, the Fellows are expected to perform the following tasks:

  1. General provision of clinical consultation on services related to HIV prevention, care and treatment plus other health services within the district health facilities.
  2. Scale up prevention, care and treatment of HIV/AIDS services up to the lower level health facilities (Primary Health Care- PHC)
  3. Provide technical support to the districts on strengthening HIV/AIDS services especially in incorporating HIV/AIDS activities in the district/comprehensive council health plan (CCHP).
  4. Strengthen district health care delivery system through capacity development of other health workers on management of HIV/AIDS and educating the communities

Field Experience

In following up the programme progress, periodic reports and supportive supervisions are conducted whereby various achievements and challenges have been noted.

The First batch of Mkapa Fellows who are in the field for more than nine months since they were deployed to the districts have shown significant improvement in HIV and AIDS services provided within the public health facilities and at the community level. Notabel changes are not only noted in HIV/AIDS services but as well as in other health services such as maternal and child health, improvement in laboratory services and drugs and logistic district systems where they are working on daily basis.

HIV/AIDS related Activities

Recruited Mkapa Fellows are trained in a comprehensive HIV/AIDS care and treatment and management skills before they are deployed to the districts.
The fellows are required to contribute and report on two main outputs at the districts.
  1. Improvement of HIV/AIDS prevention , care and treatment services in the districts
  2. Increased knowledge of the pandemic among health professionals  and in the community

In linkage with above outputs the fellows are expected to perform the following tasks:

  1. Provide prevention care and treatment of HIV/AIDS plus other health services in the district health facilities.
  2. Scale up prevention, care and treatment of HIV/AIDS services up to the lower level health facilities (PHC)
  3. Provide technical support to the districts on strengthening HIV/AIDS services especially in incorporating HIV/AIDS activities in the district/comprehensive council health plan (CCHP).
  4. Strengthen district healthcare delivery, capacity development to other health workers on prevention, care and treatment and educating the communities.

None HIV/AIDS related activities

>> At the health facility

* Attend other patients at Out patient and inpatients (in the wards)
* Perform operations in theaters
* Pass ward rounds in the wards
* Participate in meetings (CTC meetings and hospital meetings)
* Attend trainings eg. M & E training at regional or district level

>> Attend to Planning sessions

* Fellows are involved in CCHP where the HIV/AIDS is incorporated into the district health plan

In July 2005, then President of Tanzania, H.E. Benjamin William Mkapa and the former US President H.E. William Jefferson Clinton launched the Benjamin William National HIV/AIDS Fellows program. The aim was to recruit, train and deploy highly skilled health workers to server rural areas.
