TRAINING ON THE ORIENTATION/INDUCTION PACKAGE FOR THE NEW EMPLOYEES OF THE LOCAL GOVERMENT AUTHORITIES IN THE HEALTH SECTOR (19TH TO 31ST JULY 2010)
The Tanzania Human Resource Capacity Project (THRP) in Collaboration with MOH&SW conducted a three days training on Orientation Practice for new employees for Local Government Authorities in the Health Sector at Iringa, Mtwara and Lindi Regions on 19th - 21st July 2010, 25th -28th July 2010, 29th -31st July 2010 Respectively.
A total of 190 participants from 20 districts Iringa, Mtwara and Lindi Regions attended the trainings.
The training was designed to meet the demands of enhancing effective orientation practices by the health managers (District Human Resource Officer (DHRO), District Health Secretary (DHS), Medical Officer In-charge (MOI), Hospital Matron and facility in charges.

To realize this objective based on the developed orientation package, the teams of eight (8) TOTs were identified comprised of Human Resource technical persons and trainers from the central level (MOHSW & PMORALG), Zonal Resource Centers (ZTC), Institute of Local Government (LGTI) District Health Secretary and from Mkapa Foundation. Further a tailor made training guide was developed by the TOTs.
Aim of the Training
Aim of the Training
The aim of this training was to build capacity of Local Government Authorities (LGAs) health managers to enhance effective implementation of the orientation practice for the health workers as recommended by the developed package.
Training Objectives
The following were the training specific objectives:
- To acquire understanding on the institutional linkages and responsibilities of the MOHSW, Council and facility in orientation practices.
- To acquire knowledge on how to effectively attract, post and track newly recruited health workers.
- To acquire knowledge on how to develop orientation plan prior to reporting of new health workers as recommendation by the package.
- To acquire knowledge on how to effectively carry out orientation for deployed health workers to promote effective retention and productivity.
- To acquire knowledge on how to monitor, provide continuous support to the newly recruited health workers and to evaluate the impact and gaps of orientation practice thereby support and re-plan.
Expected Outcomes
- Effective linkage between the recruitment/posting Authority (MOHSW) and the Appointing Authority (LGAs) to enhance proper initial attraction for the recruited health workers.
- Effective posting and trucking of the health workers in the 21 districts.
- Health Managers develop pre-orientation plans to enhance consistence in orientation exercise, comprehensiveness of the induction contents and time management.
- Newly recruited health workers effectively oriented thus to promote their retention and productivity.
- Post orientation follow up and required support to the recruited health workers conducted and the evaluation findings integrated into the staff Councils’ HRH plans.
The sessions focused on the current status of orientation/induction at the districts with the aim enhancing the participants uncovering the gaps , orientation challenges based on the current practices and recommended practices on orientation/induction from the central level, council’s levels and facility level as recommended by the developed package. The content of the trainings were designed to enhance effective and practical orientation practices by the health managers at the districts to promote effective recruitment, retention and productivity.
The training were declared by the members to be very useful and practical especially in enlighten the relevance and influence of the effective orientation practice in promoting retention and productivity and their potential role in facilitating this function.
The participants declared to use the package effective from the financial year 20010/2011.
However the participants called for the collective collaboration with organizing entities in addressing the cross cutting challenges which can impede their commitment in undertaking this noble function. These challenges were: Un-effective coordination and communication between the recruitment and posting Authority (MOHSW) and Employment Authority (LGAs), Limited financing of the orientation activities through CCHP and Limited HRM Skills of the supervisors especially the lower level health facilities.
